found out that if the controls "over range" it will go to default which is defrost only. Under the dash is the center is a actuator motor attached to the heat and ac ducts that control where the air is directed be sure it is working, sounds as if it is not, You can replace the motor yourself if it is needed. If memory serves me correctly the motor just screws into the duct work and has an arm on it to move the door. Hope this helps.
its called the blend door actuator its either stuck or or broken or shorted out it is deep in behind the dash located inside the air box where the heater core is and the ac condenser is its a fun job as for you have to rip your dash apart
Is this a new body-style 99? The electric motors that control the doors inside your heater unit are prone to failure. Your best bet is to have a qualified technician take a look at it. A good scanner will show which motor is bad.
The problem is probably a faulty diverter door actuator or vacuum problem at the HVAC plenum under the dash. This is a common problem - see YouTube for help diagnosing this:

either a vacumn pipe is broken or the ends split so its not passing a vacumn to open the flaps,where they are and how to get to them i cant help because i have never worked on one as they are not here in spain.check the engine end first though .Look for some small rubber pipes running from the inlet manifold
it all has to do with vacums basically, when you turn the switch to defrost there is a hose that should **** a "door" so to speak over lettin the air travel through your defrost vents, and if your not gettin suction the in aint gonna switch over, and are you gettin it out of the floor vents?
