1994 -850 Turbo volvo has hesitation in starting then pulsates as if it wants to shut off. While driving it wont go faster than 10mph. I changed the spark plugs, wires and distributor cap. Took off fuel filter to check for blockage. Car still acts likes it starving for fuel or air. Does anyone have an idea of what the next step would be for troubleshooting?

Sounds like its in limp mode, where the transmission has a problem and to protect the vehicle it will not go faster. Check online for the parts you need, its mostly a solenoid that fails, unless you blew 3rd gear or something.

SOURCE: volvo 850 turbo wagon motor mount failed inspection

if this is the right front mount just behind the r/f wheel that would be ok, if this is the top mount on the engine below the windsheild go to IPD Volvo site and get the mount and do it yourself (easy)

Check the fuse to the injector. If it is out or got wet, it could mimic these conditions. let me know what happens. I have an 85 model.

SOURCE: I have a 88 volvo 740 GLE and it wont fire.

The problem wont be your timing belt. you need to take out a spark plug plug it into your HT lead and check for a strong spark or even if there is a spark. check your contact breakers on the distributor as well

SOURCE: car is stalling and idleing irradically.

I Would Suggest That You Complete A Engine Cylinder Leak Down Test.....(not A Compression Test But A Leak Down Test) this will tell you if you have internal problems....possible worn rings or a burnt valve(s) I would use a smoke machine to check for vacuum leaks also. Good Luck

SOURCE: 1991 volvo turns over but wont start

If your air mass meter tests good, the I would tell you to check the HIGH PRESSURE PUMP underneath the Driver's side chassis pump holder-next to the fuel filter.

There are 2 pumps on your Volvo---the in-tank low pressure, and the chassis mounted high pressure. The car will run with the in-tank failed and the high pressure good. It will not run with the high pressure failed. Test the pump by applying voltage to the two terminals.

Another common failure, should the high pressure pump be good, is the HALL EFFECT SENSOR located in the distributor on the back of the engine. Once this sensor goes, it's no start. A rebuilt or used distributor may be the answer to your problem.

Just had my 120000 service done on a XC90 which I just purchased. It was running just fine and then started to consume oil like crazy. Took it back to mechanic and he said the turbo is going out. No...

There is the possibility, the turbo was going out and the previous owner had thicker oil with oil treatment additive in the engine, hiding the turbo seal problem.Did your service include an oil and filter change? Your new regular (proper viscosity) oil may now be showing the leaky turbo seal.Did you have a oil change done at your service?Once you have the seal/turbo rebuilt, may sure to always idle the engine a minute before shut off after fast driving. This will increase the life of the turbo seals.

What service is required for a 1993 Volvo 940 Turbo

Best bet is to talk with the local Volvo service manager..or a skilled mechanic. Normally, I don't think any real service is needed, unless there is a problem. Changing oil every 3K is good..not racing the car (turbo) just as you start up or shut it down is helpful too.
