Sounds like there might be a blockage some where in the rack causing extra pressure to ware the hose out quicker or the O ring where the hose mounts. System flush needed? Also P/S systems are usually sealed with nylon o rings and are hard to seat properly, besure they were replaced and or seated correctly during install.
If there's not a button on the drivers side door or glove compartment then maybe there's a tether behind the backseat to pull, if not, I'd pick the lock, it's a 99 Taurus... Won't be hard
whats the fuel pressure, has the fuel filter ever been changed, good that its getting fire but now it needs something to burn, also check your air filter, make sure its not plugged.
((Remove RH plastic cargo tether hook by unscrewing from body.
Pull back luggage compartment trim on right side at rear lamp to reveal Inertia Fuel Shutoff switch (IFS switch) .
Push Button in and Check for start ((N O T E >> Cycle Ing. Key On & off 3 times within (30) seconds to refill ALL Fuel lines. In hopes this Resolves your Problem. If it Helps in ANY Way PLEASE Dont Forget to "RATE" Me Thank You !!., RejakWilson
make sure your brake light are working propelly because the cruise circuit is atached to the brake lights and if they don't work then the cruise wpn't either
