Code 45 is for a rich O2 sensor. If you have already changed the sensor, the fuel mixture may actually be rich. Possible causes include a leaking fuel injector, faulty fuel pressure regulator, or other problems.
check your wiring harness that plugs into the coil pack and see if the wires are melted or showing. i have a 92 and the wires melted together and it was doing the same thing and it also could be your coilpack or your ignition control module (icm)
Is the Service Engine Soon (or Check Engine) light illuminated on the instrument panel? If so, then have someone pull the codes and post them back here. Autozone will do this for you at no cost.Caution: don't purchase any parts after reading the codes on their recommendation! If no codes, then suspect either a bad crankshaft sensor or camshaft sensor. There are other possibilities too, but these are primary. I have seen MANY bad crank sensors do exactly what your describe without setting a code.
Put on a TPS switch for the starting problem and the rich mixture problem.
Low voltage on all sensors would mean a bad battery, voltage regulator in the alternator or bad primary wiring.
The bad primary wiring would also mean the battery and chassis ground wires as well as the hot wires.
The sensors can work on a lower voltage and the resistance is variable. The variations is what makes them work properly. You would blow out some sensors with 12 volts.
Remember to disconnect the battery for 10 minutes to wipe out old error codes. They stay in memory and you may have fixed something 20 starts ago and not know it.
Also it is good to clean under the airhorn and replace the gasket. This area will cause EGR errors and flow errors if it is dirty.
Turns out the new computer Ipurchased for this car was bad. I replacaed the old one as a pre-emptive strategy. My car has 752,000 on it and i plan to run it longer. I got a used computer from a wrecker just to see what would happen, and sure enough the new computer was bad. Who knew! The wrecker computer works fine.
