If you are keeping this vehicle and do your own work on it, I 'd recomend going to ebay and buying a original Ford EVTM (electrical vacuum troubleshooting manual) for your specific vehicle. It is a very simple and well illustrated book to understand. I have one for my 1992 crown vic. It show a 40 amp fuse in the engine compartment fuse box for the lights.
Your fuel consumption will be affected by many factors, such as : - how you drive the vehicle - the condition and tune of the motor - driving conditions (traffic, city use, highway use etc) - tire pressures - type and grade of fuel used .
It is impossible for me to estimate what fuel consumption you can expect from your own particular car without a whole lot of information.
It's unwise to run the vehicle for long with no working fuel gauge.

i have a 1999 Ford Crown Victoria Police Interceptor. you have a short in your wiring harness leading to your battery. this happens every time with these cars, good battery-good starter-good alternator but car still wont turn over because the power from the battery isnt able go directly to the motor. check your relay circuits and harness.
I noticed this is 6 months old so I don't know if you have figured it out yet but heres an answer for you. On the back of the headlights there are 3 plastic heads, they turn but spray some wd40 or something on them first. You might have to take the headlights assembly out to get a good bite on them.
