The lower hose is connected directly to the water pump and if you follow the hose all the way up to where it connects to the pump and keep going you will see a weep hole in the bottom of the pump behind the pulley for it this is where the leak is the inside seal is leaking or the pumps gasket the seal leaks when the engine is off most times because the engine goes into heat soak when it's off and this increases the pressure inside and the coolant expansion , unless it's really bad then all the time especially if it's an old water pump and the original factory one it's 22-23 years old by door sticker date ok
Lack of Coolant in the Engine
One such reason behind not heating up the lower radiator might be the improper amount of coolant in the engine. The coolant is elated in and out of the radiator by upper and lower hoses. ... As a result, the lower hose emits cold air.

I suggtes check in the Service Manual, in this link... Secc-7-Cooling-System
If the hoses are news, then its possible that your problem may be in the metallic coupling (lower radiator).

Sounds like it might be coming from the water pump, as I've seen it happen where it leaks from the middle weep hole of the pump(which means seal is gone), and then drips down the lower radiator hose, which connects to a bottom hose connection there. Make sure the hose is seated and clamped properly(remember as it warms up it's under 15lbs. of pressure) and if not look where the drops or stream is coming from., if you can borrow a flexible cam off someone if may help you find it easier.
