Does my 1991 Buick Park Avenue have a timing BELT, or does it have a timing CHAIN?

if valve timing off due to worn timing chain engine wont start.if you suspect timing chain need replacing if you hear slapping noises best replace timing chain quick as possible if you keep driving timing chain will break cause engine damage.

Your timing is off because the old timing belt when it broke on you changed the timing so you have to have someone use a timing gun to check the timing first with the gun.

this car uses a timing chain, there is no set time interval to replace a timing chain, they last the life of the car in most cases.

I will need to have a little more information...does it turn over...and if it does...does it seem to be turning over faster than normal since that could indicate a timing chain problem.

If it ain't broke--don't fix it! Only one belt, so just look to see if white thread lines are apearing on smooth side--if yes, you should change it( also look for missing ribbing on other side). I assume you are reffering to radiator hoses--look for cracking in the rubber( mainly by the clamps) replace if they are there.
