This is for a 3.1 liter engine.

Usually it takes a special tool or a crowbar to take the load off the tensioner to remove the old belt and install the new one. Make sure you have a diagram of the belt routing before you take the old belt off.
There should be videos on Youtube for GM engines.

it is 100% intake gasket,if you check the coolant reservoir,and there is oil in it,if it was head gasket you had white smoke out of tail pipe and loss of power
you can run run the cylinder compression test,

gm used crappy plastic intake manifold gasket,
unfortunately, it is about 1000$ or so fix

call any auto-parts store and tell them you need a belt for a 99 lumina 3.8, with no a/c. then it will by pass the a/c. good-day !

Under the hood on the radiator support bracket is a belt routing diagram.
To remove/install you will need a belt tensioner prybar.
Remove the belt tension by prying back on the tensioner using the nut in the middle of the black pulley in the following picture.....
It is pretty strong - you will need a really long handled wrench - or most autoparts stores sell/rent them.

Take not of the way your belt runs over/under pulleys.
Without more info on your truck.... engine size, options etc... we cannot provide an accurate routing diagram.
The parts store that has your belt will also supply you with the routing diagram.
