Yes, could be cigarette lighter fuse blowed. Check fuse no.# 42 - F42 (20A) = cigarette lighter, 12 Volts. See picture below:
For 2006 VW Jetta the fuse box is located on the left side of dashboard behind a plastic cover (for left hand steering wheel vehicle). On inner face of the plastic cover you will find the fuse diagram.

if you don't need the lighter itself to light up cigarrettes, then get rid of the lighter and using a test light or meter, make sure there is power inside thesocket where the lighter plugs into. if power is already there, then your done and ready to go, if power is not there, then check for an open fuse in your fuse panel...some lighter go directly to the battery, in that case make sure that the wires are not broken somewhere between the lighter socket and the battery

Being a Lexxus the cig lighter might be a very slight different size than the plugs you are trying to use. Does the lighter work to light cigarettes (or does it glow hot after being pushed in)? If it works then it's not the fuse. If it doesn't work, try the inner fuse box-the fuse box is located to the bottom left of the steering wheel behind the little change drawer.

there is another fuse box under the hood in front of the battery. it will be a small 10 or 15 amp fuse change it and all will work again. if that is not the problem then check behind the glove compartment there will be another fuse box.
