This sounds like your power steering has failed. The belt that snapped turns a pump for the power steering. Do you have any steering at all? If the pump has failed your steering will work but it will be very heavy to turn. (replace the pump). If the steering is locked solid it is probably an issue with the actual steering rack itself. (possibly replace the whole steering rack). Depending on which this is it can be a big job to repair. Get a Good mechanic to look at it and they will be able to tell which it is.

can i ask u change the fluid too? may be ur steering wheel have a bad part, not the pump, only change pump if it leak or u cant turn ur wheel. may be a bearing some kind making the noise. a video will help if u can post it.
first of all, the power steering pump doesn't stop working and then start working usually they are just bad. second of all it shouldn't take 3 hrs to change speed sensor, and last the vss could cause all symptoms, if the car has variable assist steering the speed sensor could effect this
