Where is the erg valve located on 1995 cadillac deville engine

The 1995 Deville only came with a 4.6 Northstar engine and I don't think it has a secondary air injection pump - that was introduced in later models.
However, if it is in your vehicle, it should be located near the EVAP canister at the bottom inside the front left fender forward of the tire. It will be an electric pump and it will only operate for about 15 seconds or so when you first start the engine - you should hear a whining noise from the pump if it operating correctly.

its located behind the air intake with 2 wire plug going into it and at the bottom is a tube going out to exhaust close to fire wall on drivers side it has 2/ 10mm nuts ,the nuts will look very rusted most of the time ,you can remove and inspect it for damage and operation 1 way is while its on the motor try unplugging it and see if idel changes or any movement in it, ( and it may put a code in OBD computer you'll have to clear that later) they tend to gum up with exhaust gas sludge, you might be able to clean it but no garentee it will fix it I found it at autozone library

Vacuum line clogged or Vacuum controlling solenoid/motor issue.

Right side of engine compartiment. ( underhood fuse block )
- Air pump fuse 50A- Air control valve relay- ignition1 fuse 10A ( positive for the relay )The secondary air injection pump relay is located near radiator surge tank.Left front of engine compartiment = Secondary air injection pump

The location of the starter is as per the car engine.If its 4.5 liter then starter is located on front bottom of the engine.And if its 4.6 liter engine then starter is located under the intake manifold. because it is 15 years old. Engine seals dry out and deteriorate over time. Just a guess, but I'll bet the oil is coming from your main seal or valve cover.

timing chain may have stretched or went check compression and timing- erg valve may have gone - cat convert clogged- exhaust restriction

That sounds like a dirty EGR valve...I had the same problem. Change the EGR valve and your problems shall be gone.
