There is no way to set the timeing, It is preadjusted buy the Timeing belt when it is installed on the engine Buy marks that are on the (Engine) Block,
Unhook the fuel line and turn the key. The spill under the motor will let you know if fuel is flowing. The alternative is to check the timing belt, if it is broke it will never try to start. The timing belt is behing all the belts on the front of mine that is a 4 x 4. The timing marks are above the cam pulleys and on top of the crank. It is a pain to do in the yard but it can be done, I did it.
