the problem will be in the unit that is attached to the end of the cam shaft that is driven by the timing belt/chain. It is hydraulically controlled by a solenoid that gets the signal from the ECM. Replacement of the unit by an accredited specialist will be the fix.
The unit changes the valve timing by advancing or retarding the cam shaft in accordance to engine RPM

there is a special procedure that needs to be done with the DIS machine see BMW for initializing the vanos units

The Bentley manual carries the wiring diagrams for the E36 vehicles.

1997-1998 E36 Fuse Positions:
There are four fuses (#32, #33, #37, and #44) located in the plastic front power distribution box located in the left-hand rear corner (nearest the driver) of the engine compartment that cover the cigar lighter. The numbers are marked look under box cover.
