I have an 1989 jeep comanche. It had an ignition switch bypass. I took it off and replaced the switch and the relay. If i touch the positive battery cable to the green starter wire on the relay it starts. Everthing works fine when driving. I just don't want this push button. I get power when the key is in but it does nothing in the start position but it still has power i took the ignition wire off at relay and turned had someone turn key to start and it is getting no power.

On the relay there will be a small wire that gets power when you turn the key to the start position
find that wire and connect it to the small terminal of the starter solenoid
then if you get it right , when you turn the key to start, power will get to the starter solenoid , energize the solenoid and the starter will engage

check the solenoid on the starter it powers the ign for starting then switches to run when you let off key, either the solenoid is bad or a wire to the solenoid has come unhooked and sometime they have an in line fuse which can blow.

SOURCE: belt diagram for a 1989 jeep comanche

Most auto parts stores have a book that shows how those belt go, you should be able to make a drawing from thier book. Sometimes you find one the internet but, I haven't had much luck there.

Inertia switch

Jeep does not use an inertia switch like fords. It uses a relay system that grounds with the computer or oil pressure switch. No oil pressure no run.

I need to replace the neutral safety switch on a 1989 Jeep Comanche 5 speed manual transmission

I think you are referring to the clutch pedal safety switch. If so it is located behind the clutch pedal under the dash.
