Water leaking from front of oil pan

Very likely coming from the weep hole in the water pump, and dribbling down front of engine.
The weep hole is usually on the hidden side (back) of water punp and not easily seen. follow the trickle.
When water pump begins to leak like that, it means the bearing are wearing, and the seal is giving out as consequense. It will steadliy get worse. Verify the source of leak and replace the water pump if indicated..

Water punp making a lot of noise

Have your water pump inspected by your repair shop. If the water pump is noisy it needs to be replaced asap. The bearings in the pump become loose and can break apart, which can be costly in the future.

I need a diagram of the 1998 plymonth voyager engine so I can replace the water punp

I suggest that you visit the autozone.com website and register the car. It doesn't cost anything and will give you access to an online repair manual for the car. The steps for replacing the water pump can be found there. Hope this helped and best wishes.
