I have not seen a power steering unit located on top of an engine usually they are on one side of the motor. I will need more info like is it drops of fluid or a spray pattern of oil or spatter???? where on the motor besides top is the oil top front top back??? Please don't take this wrong , I just have questions without seeing it its somewhat difficult to actually know what's going on with the oil and color of oil is it thin or thick fluid???
with power-steering it could be one of three problems. 1- power steering pump could be going out ( normally with the pump the car will whine but will not normally leak and still hold fluid) 2- a leak in your power steering lines ( and can normally be resolved with new lines or sometimes you may be able to bypass and clamp the leak on the line) 3- you may have busted the O rings in your powersteering pump and that will actually cause the pump to leak
hint- alot of people will tell you that you may also use transmission fluid for power-steering this is true you can its that same thing as power-steering fluid just a different color (but dont put power-steering fluid in a transmission, but at the same time if you plan on replacing the pump i would use transmission fluid due to it being cheaper but it will cause the O rings in the power-steering pump to go out quicker to cause a worse leak) so i would recommend to locate the leak first before using trans fluid due to if its in a line you wont have to replace the pump but if its already the pump this is the cheapest fix until repaired
The servo unit on the steering has failed . Look inside the engine bay for oil leaks - if none are present then the entire steering rack will have to be replaced - the internal seals have failed.
The top of your power steering pump where the steering arm via ujoint is a seal, otherwise known as the power steering top seal is most likely seeping out, see if you can wipe it really good and trying driving it some, and then wipe it again, if fluid on top in, seal needs replacing, also check housenthatngo down to your steering area for leaks. Your problem could be a pressure side hose that has a rupture that only leaks in extreme conditions. Inspect to replace with new to repair problem. First make sure you have removed the pump caps off of the hose fittings. If ok, it appears you may have a stuck valve in the rack assembly. Replacing the rack should solve your problem.-------The new pump should be self-bleeding by turning the wheels left and right. Let sit over night to release air bubbles, recheck fluid level.------Check the tension of the drive belts on the pump, as they may be loose.The power steering pump and reservoir is located on the front of the engine driven by one of the fan belts. There is a removable cap on the top with a dipstick attached. With the engine off, fill this up to the full mark with power steering fluid. Replace the cap, start the engine and check for leaks. On the back of the pump are two hoses either one could be leaking.REPAIR PROCEDURE: 1. Wipe the power steering cap and area free of dirt. Remove the power steering cap.
2. Use a siphon pump to remove as much fluid as possible from the power steering fluid reservoir.
3. With a helper in the vehicle, raise the vehicle on an appropriate hoist.
WARNING :POWER STEERING FLUID, ENGINE PARTS, AND THE EXHAUST SYSTEM MAY BE EXTREMELY HOT IF THE ENGINE HAS BEEN RUNNING. DO NOT START ENGINE WITH ANY LOOSE OR DISCONNECTED HOSES. DO NOT ALLOW HOSES OR POWER STEERING FLUID TO TOUCH HOT EXHAUST MANI FOLD OR CATALYST.4. Locate the power steering cooler attached to the crossmember support plate. Slide back the clamp and disconnect one of the two power steering return hoses at the power steering oil cooler and drain fluid in an appropriate container. 5. Have the helper turn the steering wheel back and forth quickly several times to force as much fluid as possible from the steering gear. 6. Reconnect the hose at the oil cooler using the original clamp. 7. Lower vehicle so the vehicle tires are not contacting the ground.9. For proper fluid fill and bleeding air from the power steering system:
a. Fill the power steering reservoir to the top of the fill range using Mopar power steering fluid (ATF+4) p/n 05013458AA.
b. With the engine OFF and the vehicles tires off the ground, slowly turn the steering wheel back and forth (lock to lock) slowly 20 times to force fluid into the steering gear.
c. Fill the power steering reservoir to the top of the fill range.
d. Start engine and let run for a few seconds, then turn oft engine.
e. Check fluid level and add if necessary.
f. Start engine, and slowly turn the steering wheel lightly contacting the left and right stops.
g. Stop the engine and check fluid level. Add fluid if necessary.
h. Lower vehicle, start engine and slowly turn steering wheel lock-to-lock.
I. Stop engine and check fluid level. Add fluid if necessary.
j. If fluid is extremely foamy, allow vehicle to stabilize a few minutes, then repeat steps "i" and "j" until the fluid level remains constant after running the engine and turning the steering wheel from lock to lock.

Yes Mistydogg, the solution posted here is absolutely correct. And be sure to remove (as much as possible) of the factory power steering fluid from the reservoir and replace with automatic transmission fluid (ATF). Do this a few times during regular oil changing intervals to cycle-out the original factory fluid. The 1995 Camry was shipped from the factory with clear/typical power steering fluid, however (strangely) the factory service manual calls for replacing with automatic steering fluid. Well, it's actually not so strange. ATF has a seal swelling effect that will stop the leaking within your entire power steering system - fast. I ran into the same problem in a big way. The dealer wanted to replace my pump and rack at 50k miles at the remanufactured parts plus labor price of $1,200. I am leak-free today on my same pump and rack at 241k miles having switched over to ATF. Enjoy your great car!
To find out witch it is,pump or rack and pinion,break loose the presure line on the power steering pump with a wench.Start the car and turn the steering wheel back and forth,you may need to loosen the nut on the power steering hose two or three turns to get the fluid to shoot out.It should come out pretty forceful.If it doesn`t,then replace the pump.If it does come out really powerful,replace the rack and pinion.
