Hi,
I would check to see if the fanbelt that drives your power steering pump is broken or perhaps slipping.
It's also possible that your power steering fluid reservoir is empty or low. Under the hood look for a small pump that is driven by a fanbelt. The lid of the unit should say something like Power Steering fluid or something similar. Undo the cap and check the fluid level when the engine is turned off.
If fluid and belt drive is OK, then its possible your power steering pump is broken.
Cheers,
Steve

Why is it hard to turn the steering wheel?

Check the level of your power steering fluid and have your pump checked. You are probably just low o fluid.

A huming noise from drivers front wheel I turn left and it quiets down could it be the wheel bearings?

Wheel bearings don't hum. How about a traction control or anti break lock system malfunction? Or maybe something in your powersteering system

Maybe time for a throttle body cleaning, make sure both the front side and back side are cleaned thoroughly. Also disconnect the battery while doing the cleaning, this will reset the computer and allow it to relearn to the cleaned throttle body.
Do you mean a whining sound? Does the sound change if you turn the wheel to the right or left? If so, it may be a front wheel bearing.

How can I tell if a 96 Toyota Avalon XL has ABS

Easiest way is turn ignition switch on to run position do not start. Warning lights will light up on dash panel. There will be a orange light that comes on, if it has abs. Part of the self test diagnostics of abs system relates to this light coming on. If orange light goes on you have at least rear wheel abs. If you see wires coming out of the center of the back of each front wheel you have 4 wheel abs.

Power steering

it sounds like you've got a really bad leak in a hose/pump/reservoir

plus, power steering fluid isn't the greatest for cleaning the engine with ;)

Keep an eye on the serpentine belt, b/c the leaking fluid might eat it up and cause premature failure.
