I have 1991 Oldsmobile Cutlass Ciera, I am trying to do the turn up by my self. But I am not to sure What the turn up consist of. Can You please help?

If you are referring to a "tune-up", then for a complete tune-up for your vehicle you will need to replace the ignition wires (spark plug wires), spark plugs, air filter, the fuel filter, and also the pcv valve. There is no distributor in your vehicle so that is all that a complete tune-up for your vehicle will consist of.
