1989 GMC Sierra radio, AC, etc. controls only work occasionally. Sometimes the radio will come on, but will not be able to control volume or turn it off. Sometimes the radio, AC, etc. will not come on at all. All controls on the panel only work occasionally.

Most likely the compressor is not turning on, this can be caused by a variety of problems, such as a broken wire to the compressor clutch, a bad ac controller, bad heater valve, etc, etc. etc. Will need more info such as whether or not ac compressor clutch is turning on or not.
You also have a fuse in the fuse box that is for the radio is the radio the only thing that is not working because sometimes there are more than one fuse that controls the radio
door chime is activatid by switch on door raido should only come on when key is in on or acc setting if key is not in all the way door chime should not come on at all
What type radio? I'd check the speaker wires if applicable but many devices have thermal resets in them that get lazy sometimes. Try powering it up several times to see if it clears. If you have an ohm-meter take a resistance reading across the speaker terminals (isolate is best). Could be an open. While messing with it it is best to keep volume control at about 1/3 for many reasons including protection of output loop and saving ones ears.
Did you remove the actual radio or just the control head , because the radio itself under the dash on the right hand side of the brake pedal just above the accelerator.
