Using a multimeter check the wiring for power at the pump and at the relay. It sounds like a bad relay.

91 Lumina crank no start.

If cleaning the injectors got it running and not it won't start I'd look at something contaminating the injectors, try recleaning again and see if it starts, if it does clean the fuel system

What causes o low injector pulse

Is that static pressure with key on, engine off? Or engine running pressure? Both should be near 60, usually key on, engine off pressure will be about 3 or 4 psi higher.
If it runs good after starting, the injector pulse must be good. No reason why starting and running pulse should be different. Only difference is when running, fuel pump power is kept on by the oil pressure switch, whereas in starting, the fuel pump relay keeps the pump on. Very unusual, let us know. Measure voltage at one of the injector's power wire with key on. It should be battery voltage or very close.

91 camaro won't start 3.1 6V. Changed fuel pump, injectors, & ICM, has spark & will start with starting fluid, then die. But will not start and run. It cranks over, but won't catch. Security light...

Is the fuel filter ok? - fuel pump ok? Sometimes a new fuel pump is faulty. You may need to check your fuel pressure. Could even be a plugged fuel return line. PS be careful using starter fluid - it can be hard on an engine. Le t m e know. Thanks

Ran out of gas. Put gas in but will not start. Had fuel pump checked ok. Had fuel filter replaced. Checked if fuel was getting to injectors ok. Getting spark. Will try to start if starting fluid sprayed...

Check your fuel pressure regulator. Remove the vacuum line attached to it and hook a fuel pressure gauge to the schrader valve on the fuel input line. The gauge should read at least 40 PSI, probably closer to 50-60 or more.

If it's lower than that, you're not getting enough fuel to the engine. It may also be stuck shut, meaning that you're putting in too much fuel.

If you find that the exhaust smells of fuel after cranking for awhile, there's a good chance that you're flooding out due to a faulty FPR.

I have a 91 Camaro RS 6cyl 3.1 EFI My car will

You need to run move diagnostics. You are getting fuel up to the injectors but are the injectors spraying.
How do you know that your pump is fine? It might be running but is it building up the right amount of pressure? What is it at? If it is below 33psi then you may need a new pump or possibly a fuel pressure regulator.
If it passes then you will need to test the injectors. You can go to the part store and buy a repair manual and a special key that allows you to retrieve the codes that are stored. If you write back with the code numbers I can give you the definitions. Good luck.

Car wont start it cranks but wont turn on not even with starting fluid

A car that cranks over but doesn't start, in many cases will be due to a bad fuel pump, a broken timing belt, an inoperative cam sensor or crank sensor. Also these problems are related to faulty spark plug. Check the spark at spark plugs when you start the car. Do you notice any spark. Actually you should see. If in case there is no spark then it's a spark plug problem. Also the coil pack gives power to spark plug. So check the voltage at coil pack. It will show 12 volt. If there is no voltage noticed at coil pack then its faulty coil pack that has to be replaced. If all the possible options checked out ok then check the car starter. The starter gets power from battery to start the car. If the starter is faulty then it will not let the car to start. Also check and confirm that there is fuel in the car. If its very low fuel then in some cases this causes the problem. Also check and confirm that fuel pump is functioning properly and the fuel filter is not clogged. One of the easiest ways to check for a fuel pump related problem is to spray a little starting fluid into the air intake while trying to start the car. If the car starts momentarily, then there's a good chance the fuel pump is not working or the car is out of gas. You can also listen for the fuel pump's humming sound when the key is first turned on. Also if a inoperative fuel pump is suspected, a good technician will always check to verify there is power and ground being supplied to the pump, to eliminate the possibility of a bad relay or electrical issue. Fuel pressure can be checked with a pressure gauge and if there is pressure, pulse can be checked at the fuel injectors in several ways including the most common, with the use of noid lights. If the injectors don't have pulse the engine won't start. ---------- This troubleshooting tips will help you to solve the problem. Thanks. Helpmech.
