The Filter is usually along the frame on older Chevy's, check under the car where the fuel line goes back to Fuel tank you will find towards the back of the car around the rear axel.

If you're asking how to change the fuel filter, it's located INSIDE the gas tank, accessible through the trunk. You need to lift the cover with the electrical cord in it, disconnect another plug and two gas lines, then remove six(6) metric screws to get to the filter (and pump). Another gas line needs to be disconnected, the pump plug then is unplugged, the pump nylon clips gently pried off at five(5) locations, and pump removed from the filter and two(2) holding clips. The gas filter then can be replaced.

Have you checked the fuel pump relay to see if the pump is getting power ? Are you sure the tank has gas in it ?
