This is an EXTREMELY common problem on this and many other Jeep vehicles with the similar latch design.

How to fix it:
You're going to need two people. One needs to be sitting in the trunk area, pushing the hatch outwards with a decent amount of force. The other, needs to be outside pulling the handle up and pushing in, and then pulling back.

Once you get it open, apply grease or your choice of penetrating agent to the entire latch system. Though, in some cases, it could just be that something got caught in between the latch and the trunk as the tailgate shut and thats why it got stuck.

should be under a cover in the back compartment, lift the hatch and look for a place you can lift the panel for access. Unless you have a very special model that has it under the vehicle in the back(some rare police models and ones for south Americas)

its possible you dont have the right key. some vehicles were made with a valet feature, door key only works the door and ignition switch but not hatch

Most times that's caused by the two rubber bumpers mounted on the body that are supposed to contact the hatch when it's closed either missing or not being adjusted properly (they screw in and out)

96 jeep Grand Cherokee tailgate will not open

This is kind of tricky. OK let's start, you have to crawl into the rear hatch area from the inside of the car. You'll have to pull the rear panel off the hatch, a screwdriver between the panel and hatch near the window will work. There might be 2 screws on the panel you could take out. The trick is to pull the panel far away enough to stick your arm down towards the latch and release it by hand. We did this at the dealer all the time.

Creepy flashing lights

Check the adjustment of the rear hatch. As you turn the car body flexes and if the rear hatch is not adjusted correctly the interior lights will come on.
As for the sunroof, without proper diagnose I can only guess (motor, relay, fuse ).
