Modern ABS systems require special tools to bleed them. In any case if the system has air in it then you have a problem that must be repaired. Anytime the lights are in the dash the system will record a fault code or codes, have the ABS codes scanned.
If this has a foot pedal type brake try pulling the pedal up with your foot as you release it.If not you need to find the light actuator on the e-brake assembly mayby a wire fell off or switch fell out.ive seen this before on other vehicles

Look under the hood and either on the right or left side near the firewall will be the master brake cylinder. There should be a screw cap for the brake fluid, put it in there to the FILL line. DOT3 fluid probably.
the 3rd brake light is mounted to the spoiler. you need to remove the spoiler from the liftgate to acces the mounting bolts and the wire clip. there are five points of attachment of the spoiler,four hex nuts (metric) and one snap clip. two are accessable when the liftgate is open, they are in the corners of the liftgate. two more are under the upper rear window interior trim. the interior trim is held on by snap clips. if you pry outward on the trim starting on the right side of the window and work your way toward the middle you will be able to gain access to the two other nuts. once you have removed all four nuts, then close the liftgate and remove the spoiler by lifting up to disengage the last attachment point (snap clip). you will then need to change the light by removing the two nuts and disconnecting the wire clip. re-instal is the opposite of above. make sure that the wire for the third brake light does not get pinched when installed. (mine was improperly installed from the factory and the wire was pinched and this may have been why there was an early failure of the light)
I would certainly start looking into the brake light switch as that controls both the shift interlock and the brake lights. The switch is mounted above the brake pedal. I don't have any wiring schematics available right now so i can't tell you how to actually diagnose it. I think it's about $30 from the dealer and pretty easy to replace.
The tie rods are part of the steering system not connected to the battery. If you have an estimate from a shop it should show a battery on a different line than a tie rod or tie rod end. Tires vary greatly in price depending on size, use and brand. Many tire dealer websites hae do-it-yourself tire pricing allowing you to choose different options.
The plastic cover is snapped into place with small teeth. There are about 5-6 ofthem you can pry around the perimeter with a non-serrated butterknife. Then it should pop off. Take care not to scratch any of the defrost srtips glued to the window for they are all looped together and your rear defroster will no longer operate correctly.
