If you have a vehicle alarm installed the alarm module is faulty or set too sensitive. If you don't have any alarm installed there are a number of reasons for this to happen but in the end they all lead back to the ECM unit.

Car won't turn over. Lights stay on, battery recently replaced. Just won't turn over. Jump didn't work

look for the starter(up top sitting over transmission) and have someone hit it (not too hard)with a hammer while key is held in the crank position,if car starts you will have to ck connections at starter ,if ok you need another starter, reman starters of any age are never as good as the originals, just not cost effective to buy brand new,too expensive!

Engine dies at idle, was slow to start

Two things that I would look at:

1.) The spark plugs should be changed at this mileage

2.) She may be having the beginnings of an Idle Control Valve ("IAC") failure.

The security LED blinking is normal

The horn issue may be a weak battery on the keyless entry remote transmitter

Starter replacement

my solution is for all cars and not specifically for a camry.

remove the positive wire of the battery.
remove all the wires attached to the starter.
take note on where you took them off.
remove all the bolts holding the starter.
remove the starter.

do the reverse on installation.
last thing to do is put back the positive wire of the battery.
