Usually with secondary latch, you reach underhood to release.
If that doesn't work, you can try to remove front grille, see if you can reach the release, that way.
is it attached to the hood latch on the inside of the van if so it may be the latch under the hood if its not attched on the inside attach it to the hood latch puller
If your hood latch doesn't work the you can go through the grill. There will be a cable going to the latch. You will have to use a pair of pliers and pull on the cable away from the latch.
Try spraying the latch mechanism with WD-40 or similar light oil and operating the release cable a number of times. Check the condition of the release cable if nothing happens. The latch itself may have a broken spring due to the low temps.
Unattach the release handle from the dash and disconnect the cbale and get someone to use the palms of there hands to tap on the hood while pulling the cable with pliers.
If this fails then you will have to go through the grill and do the same at the latch
If this fails then you will need to remove the bolts holding the latch to the radiator support to get the hood open.

Using a coat hanger, it's possible to go through the grill and hook the cable used to release the hood. Chances are the cable is either worn or it's not properly seated in the latch. Pulling on the cable with a coat hanger will often release the latch.
if it is broken at the handle you should be able to grasp the cable with pliers to pull it otherwise you will have to go out front of truck and the best way i found requires long arms, but you would have to use a flashlight and slide under front bumper and look upward to find cable/latch assembly. You may be able to do it through the grill but if cant see it through the grill under neath.if you in front of truck pull latch to right and it will release.
can you reach the cable itself?,or is it broke at the hood latch?IF its not broken at the outside latch, try to follow the cable,un-hook it from the handle and pull on the wire cable to open it.IF its broken at the latch itself,you are going to have to reach the latch through the grille and try to pull the lever the cable connects to.That part is no fun at all..!!
