With tank fully removed, wash it off, or at least the area adjacent to the pump. This saves making new problems.
The large black ring was made so that you had to buy or rent a special tool, but you don't have to. Use a large blunt rod or wood stick and a medium hammer to "tap" it and unscrew it. Counter clockwise.
Don't just tap one spot because that ring is some 8" in diameter, thus you have some 15 inches of friction againt those threads. When it got locked down at the factory, besides the friction from the threads, the last turn compressed an oring and was a lot of pressure.
Then it sat and got dirty for 17 years, and now you want to unscrew it. So, look at it and imagine a clock. It unscrews like any other screw, counter clockwise. But you unscrew it by tapping on it. If you only tap at one or two spots, the ring deforms and further binds itself.
So, tap lightly at 12 oclock, then six oclock, then nine oclock then three oclock. Expect to do this all the way around, with increasing force many times.
Once it moves, or pops loose, it will be hand tight and you can remove it easily. But overcoming that initial contact force, some 16 years after it was set, should be a dainty task that slowly increases in force so that you dont break off the tabs that you are tapping against.
Watch that your tools do not break a fuel nipple or electrical connector.
Buying a fuel pump at autozone is hundreds or half a thousand cuz they wanna sell the whole unit.
But online companies sell just the pump for under $200 so search for a 'pump only' supplier and you will bank two hundred because you only replace the broken part, instead of the entire sending unit assembly.

P.S. watch for dirt intrusion into the tank as you remove it, and cautiousely ckean the lock ring and other parts to keep the inside of the tank virgin.

Fuel Pump - Removal & Installation
To install:
Negative battery cable
Quick-connect fittings at the fuel pump
Fuel pump locking nut with a Fuel Pump Spanner Wrench J 39348
Fuel pump assembly from the fuel tank and discard the O-ring
New O-ring on the fuel tank
Fuel pump into the fuel tank making certain not to fold or twist
the strainer and that it does not interfere with the full travel of the
float arm
Fuel pump locking nut with the scanner tool
Quick-connect fittings at the fuel pump
Fuel tank and fill the tank
Negative battery cable
Fuel Pump/SenderRemoval & Installation
WARNING
Do not attempt to straighten any kinked nylon fuel lines. Replace
any kinked nylon fuel feed or return pipes in order to prevent damage to
the vehicle.
WARNING
Do not attempt to repair sections of nylon fuel pipes. If the
nylon fuel pipes are damaged, replace the pipes.

CAUTION
Do NOT use impact tools. Significant force will be required to
release the lock ring. The use of a hammer and screwdriver is not
recommended. Secure the fuel tank in order to prevent fuel tank

Use the J 45722 fuel sender lock nut wrench or equivalent, and a
long breaker bar in order to unlock the fuel sender lock ring. Turn the
fuel sender lock ring in a counterclockwise direction.
CAUTION
Drain the fuel from the fuel sender assembly into an approved
container in order to reduce the risk of fire and personal injury. Never
store the fuel in an open container.
Remove the fuel sender assembly (2) and the seal (7) from the fuel
tank.
Discard the fuel sender assembly seal.
Clean the fuel sender assembly sealing surfaces.
NOTE
Some lock ring were manufactured with DO NOT REUSE stamped into
them. These lock rings may be reused if they are not damaged or warped.
Inspect the lock ring for damage due to improper removal or installation
procedures. If damage is found, install a NEW lock ring.
NOTE
Check the lock ring for flatness. Place the lock ring on a flat
surface. Measure the clearance between to lock ring and the flat surface
using a feeler gage. If the warpage is less than 0.41mm (0.016 in), the
lock ring does not require replacement. If the warpage is greater than
0.41mm (0.016 in), the lock ring must be replaced.
To install:
CAUTION
In order to reduce the risk of fire and personal injury that may
result from a fuel leak, always replace the fuel sender gasket when
reinstalling the fuel sender assembly.

Position the new fuel sender assembly seal on the fuel tank.
WARNING
Care should be taken not to fold over or twist the fuel pump
strainer when installing the fuel sender assembly, as this will restrict
fuel flow. Also, ensure that the fuel pump strainer does not block full
travel of float arm.
Install the fuel sender assembly into the fuel tank.
WARNING
Always replace the fuel sender seal when installing the fuel
sender assembly. Do not apply any type of lubrication in the seal
groove.
Ensure the lock ring is installed with the correct side facing
upward. A correctly installed lock ring will only turn in a clockwise
direction.
Use the J 45722 fuel sender lock nut wrench or equivalent, in
order to install the fuel sender lock ring. Turn the fuel sender lock
ring in a clockwise direction.
Connect the fuel supply pipe quick-connect fitting (4) at the fuel
sender assembly.
Connect the EVAP quick-connect fittings at the fuel sender
assembly.
Connect the fuel sender electrical connections.
With the aid of an assistant, position and support the fuel tank.
Connect the fuel sender and the FTP sensor electrical connectors
at the body pass through.
Install the fuel tank retaining strap attaching bolts and tighten
the bolts to 35 ft. lbs. (47.5 Nm).
Install the fuel tank shield.
Connect the vapor recirculation pipe to the fuel fill pipe.
Connect the fuel tank filler pipe to the fuel tank.
Connect the fuel feed pipe quick connect fitting.
Connect the EVAP purge pipe quick connect fitting at the EVAP
canister.
Lower the vehicle.
Fill the tank with gasoline.
Connect the negative battery cable.
Turn the ignition
ON
for 2 seconds and then turn it
OFF
for 10 seconds. Again turn the ignition
ON
and check for leaks.
Check for fuel leaks.
Doi have to drop the fuel tank o r do i have to remove the fuel tank orcan i just roll the carpet back
