95 Lincoln Continental 4.6 L won't start when cool or cold. problem used to be when damp outside. I replaced plugs and plug wires and checked ignition coil packs for damage and seen none. this didn't cure my ailment. after it gets warmed up and I slowly get motor started and it runs fine with ''service engine soon'' light on.

Mor often than not this is caused buy bad secondary ignition. Most likely the plug wires.
What you can do when the car does start is fill a spray bottle with soapy water. With the engine running systematically start spraying the plug wires. If you hear the snap of electricity arcing or the engine starts to run rough your on the right track.
Also spray around the coil(s) it is possible for the towers to be leaking. If this is the case the coil(s) will also need to be replaced.

you have a bad valve cover gasket/ spark plug o-ring i assume the plug is set in the head with valve cover above it since there is oil in the cover gaskets and o rings are used to seal in oil remove and replace gaskets be sure to find the right torque spec for the cover bolts also remember to start with the center bolts and work your way evenly to the outside
I would replace Distributor Cap & Rotor; and especially all Ignition Wires (aka: spark plug wires) When it is damp outside, old and possibly cracked wires is the leading cause of engines not starting due to wires arcing (throwing sparks to other parts of the engine) and causes no spark where it is really needed and that is at your spark plugs so the engine will start.
possibly distributor cap getting wet. Try this. When it's not starting, remove distributor cap and dry inside and outside with hair dryer on warm setting. See if it starts then. If yes, replace cap and rotor and make sure plug wires are clean.
If it still doesn't start, you may be getting mositure in a wire connector that operates spark to plugs.
Are you getting spark at plugs when it own't start? Check by getting a spark plug and plugging a spark plug wire into it and grounding the side of the plug. crank engine and watch for spark at gap.
I would change all of it. Spark plug wires will leak under the high voltage w/o any outward signs. Unlikly fuel pump . Not effected by damp weather. If after all that and it still doesn't work, change the coil.
