Clogged line is not in reality, It only has 1 fuel pump, And if it runs with foot on gas its not bad. Your issue will be more likely a vacume leak or idle air motor, And in my experiance its the Idle air motor, It has 2 screws and very easy to change,
SATURN HAS ONE FUEL PUMP.IDLING PROBLEM IS THE IDLE AIR CONTROL VALVE.ITS CONTROLED BY THE PCM.THE DEALERSHIP HAS TO FIX.BECAUSE IF IDLE AIR CONTROL VALVE IS FAULTY.THE NEW ONE HAS TO REPROGRAM TO IDLE AT THE RIGHT RPM.
Actually, another fairly common issue with these cars are that they have issues with the egr solenoid. Pull off the egr valve and clean it out really good. If you have a vacuum tester this would be a good time to test the valve as well. If the egr valve is good I would look at the solenoid.
If this is the problem you might expect to see a really rough idle to the point that while idling, let's say at a stop light, you might even chug so hard the car will shut off. The solenoid usually runs about 60 and is located on the driver's side of the valve cover, bolted to it to be exact.
While you might see an issue with the idle air control valve (located by the throttle plate) I'd be surprised. It's a fairly simple component. You may wish to take it off and clean it though.

Where is the idle air control valve and what's a PCM?
