It has electric power steering and there is a fault with it. The ECM recognises this and won't left you drive it.
There was a recall on it.
Only 2006-2007 Chevrolet Malibu, Malibu Maxx, and Pontiac G6 models built between April and June 2006 are included in this recall. As with the initial recall-which included the Saturn Ion, Saturn Aura, Chevy HHR, and Chevy Cobalt-the electric power steering (EPS) in these vehicles can fail at any time while driving.Feb 17, 2015
My power steering went out on a 2007 ion. I took it to a GM dealership with Goodwrench service repair. There was a recall & they fixed it FREE. I haven't had a problem since. That was oct 2011.
most of the time people unknowingly jump start the vehicle and blow the steering fuse in the engine compartment-this is a very common problem that I have seen at least 2x a week. The check engine light is probably related to a battery voltage low code or an electronic steering code. Check your owners manual for the location of the fuse and just replace it.
The fuse box in the 06 ion is under the floor covering on the drivers side seat. Just move the seat all the way to the rear and then starting in the front near the pedals pull up the floor covering which is attached by velcro.

My Saturn has electronic power steering. Mine wasn't working at all because the fuses were blown. Check and see if yours has any blown fuses. (Mine were in the engine compartment. Two 30 or 40 amp)
