The belts shouldn't need to be changed again. There are a number of reasons why the belt could be squealing. There could be too little tension on the belt, either adjusted incorrectly or a bad automatic tensioner. Fluids could be leaking onto the belt. Pulleys could be misaligned or it's possible that the wrong size belt was used. I would bring it back to whomever changed the belts and explain what is occurring and under what conditions.
The belts may need to be retightened. New belts will stretch a bit after they are first installed.
Most likely a drive belt tensioner bearing or idler pulley bearing is going out and that really should have been know at the time the old belts were removed, but if one of the belts has loosened up, either because of an adjustment hold down bolt not being tight enough to hold the belt adjustment, or sometimes a new belt will stretch after it has been ran on the engine and it will require that the belt be re-tightened, and your mechanic (well, any good mechanic) should not charge you to re-tighten the belt.
If the power steering bracket bolts have come loose and is causing the belt to be slack, then that is most certainly the mechanics fault and there should be no charge for that either.

if your power steering pump is drivien by an individual belt, it may be loose. check the tension of the belt. i would say 1/4" to 1/2" deflection at the point midway between the longest section of the belt between the pulleys. you should consult the shop that did the repair
I am not sure. I took it for a oil change and was told that 1 belt was half off pulley and 1 had huge chunks out of it and they would have to pull the motor to change the belts. So I took it to a friend of a friend that a mechanic on the side. I was told that the belts needed replacing and he did that but when he tried starting it the power steering pump kicked the belts off again and pushed the pulleys out of line. He said he replaced the power steering pump and bracket. I have had it back for over a month and just noticed the squealing a week ago. the guy who fixed it is out of town so can't reach him right now. Am I going to do damage if I keep driving it? I have always have new vehicles so this beater stuff is all new to me. Thanks for any help
