Cigar lighter (power outlet) fuses in the Chrysler 300 / 300C are the fuses ?9 (Console Power Outlet), ?16 (Power Outlet Trunk, if equipped) and ?18 (Selectable Power Outlet) in the Rear Power Distribution Center (in the trunk).
All of the plastic simply pulls apart, but be careful to pull straight out. The plastic attaching pieces could be brittle. BTW, the whole interior trim disassembles in this manner.

Have you tried putting the key into the ignition and turning it to just before the start position? Some vehicles do not operate the accessory jack with out the key in the accessory (back) or just before the start position. If it still doesn't work, look for the fuse marked ACC in the fuse panel. Hope this helps.
Look in your manual for the Power Distribution Box reference in Roadside Emergencies. It should be located under the hood on the driver's side. My 2002 Explorer has two power points on the center console and the 20A fuses in the Power Distribution Box for them are number 7 and number 9. They cost $3.99 each at AutoZone. The cigar lighter fuse under the dash is unrelated.
