You should have a wiper fuse in the interior fuse box that you can pull to temporarily turn the wipers off. I suspect that the issue is due to a bad wiper switch which will need to be replaced.
PWR WDO - 30amp circuit breaker , DRV -MDL 10amp fuse - both are located in the rear fuse box .

I believe that model has TWO fuse boxes. One in the glove box and one under the hood on the passengers side. Do you have the owners manual??? It should show where it is. Otherwise, try your local public library for a repair manual on that model Buick.
