Try replacing the spark plug wires if you did not change them when you did the plugs. It is very important that you pull one and only one spark plug wire at a time to keep them in the correct order or your car will misfire. You should change your fuel filter every 30k miles and they are usually about $20. Try the wires first and see what happens.
The Echo does not have spark plug wires, it is coil over plug. The Echo's fuel filter is located in the tank - it is very difficult/expensive to replace and is supposidly lifetime.
You've done the important things, but check the fuel system (ie a plugged injector). You can also check if your fuel pump (or unlikely your filter) is giving you trouble by having the fuel rail pressure checked. You post was 4 months ago - was it ever resolved?
