Under system click on engine , then under subsystem click on speed controls . Click the search button then the blue link . Do you know what a speed control servo is ,an what it looks like ? It's under the hood in the engine compartment . In the second diagram you'll see it an it's wiring connections . Check power and grounds for the servo. an switch input's . In the first diagram you see the switch ,inside the switch you can see different resistors ,You can test these input's to the speed control servo with a voltmeter . Check out some videos on youtube on electrical testing speed control systems an test the system .

Behind the dash is what they call a constant voltage regulator. It controls the guages. It's small and located behind the dash near speedo.

Check the speed control sensor at the tranny. This has been known to cause problems with the cruise control. it is located at the tranny either on the side or a little to the top.

I replaced the same part on a 1994 Crown Vic. There are a few bolts which go through rubber mounts on the firewall and that is how the wiper motor fits against the firewall. There is a clip on the wiper drive that must be pressed and slid off the wiper shaft. The hardest part was getting clearence between the engine and wiper motor. If I remember there was a way to turn the wiper case to clear the engine. I have asked myself why this was engineered like this? There is nothing important in the way that 3/4" of clearance could have been given for removal.

I believe once you have mounted the horn and connected the wire you will find that the horn wire was cut at (by) the steering coloum that the siren override was hooked to,you will have reconnect this,I hope this helps you

Check all the bulbs at tail end for parking and brakes, test grounds and harness for trailer. Check fuses. clean batery terminals, Re instal head light swich properly and make sure all wires conect.
