Two things:
1. Make sure you torque the bolts down to the right specification, which is 83 inch pounds (or about 7 ft lbs). Work
opposite end of the cover and start with a lower torque first (like 50 in lbs), then go up to 83. It's just a good practice.
2. If that does not work, get a
Fel Pro gasket set
VS50365R (pic below). What is special about this set is the really thin o-rings there in the middle. Those are the rocker arm tube seals. You need to take the rocker arms off in order to replace them, but this way you're doing a complete job and you probably won't have that issue again. If you don't want to get the whole set again (since you already replaced most of it 3x over), you can probably just go to a honda dealership and pick up the 4 you need.

If you decide to do this yourself, it's a good idea to get a set of feeler
gauges so you can properly gap the clearance from the rocker arms to the valves. Intake valves should be
gaped to .010 in, and exhaust valves to .012 inches. Also, yes, you can take the rocker arm assembly off without removing the
distributor...just take off that one bolt that is in the way. The torque for the bolts holding in the rocker assembly is 9 ft-lbs for the smaller 6x1mm bolts and 16 ft-lbs for the larger 8x1.25mm bolts. Here is the torque sequence...
