Could be plug up catalytic con.could be bad wire,plug,coil.

i have a 1996 chevy caprice LT1 that wont start due to hurricane sandy the water line of the car was half of the bottom pully which i think the starter got wet when i returned back to the car i turned the key it didnt turn over but i had power is there any solutions please help

Do you have power at the switch and coming out of the switch? If yes, is there power at the motor? If yes, replace the motor.

the 1993 chevy caprice had a 5.7 engine with distributor in which you need to adjust ignition timing with a timing light.the 1994 - 1996 vechicle timing controlled by pcm, your problem does sound like timing off.
