Was told my computer needed to be replaced in my 1996 Jeep Grand Cherokee so, I replaced it as well as the battery. $350 later it still just cranks and cranks. It doesn't even attempt to start, just turns over. The computer was already pre-calibrated. Any suggestions on what would cause this?

Maybe. But what caused the belt to break ? You might want to make sure the crank will turn and that the engine is not locked up. If the crank turns, you would need to check for battery voltage at the starter.
Next time you replace your battery you need to find one with more cold cranking amps. It is much harder for the battery to produce the voltage needed in the cold. Batteries produce their peak amperage when new which may explain why you have no problems for a year.
I would be thinking that there is a good chance that you need to be checking out replacing the computer, if you aren't getting any communication with the proper scan tool then the computer isn't communicating with anything in the vehicle...... I would have guessed first off that the ignition control module might be bad but that is obviously part of the computer also, I would be looking in that direction.
It seems like your battery and starter are okay. I'd be more inclined to make sure engine has a good regular spark, and fuel pressure. From what you've said, I'd first check the distributor cap for any cracks or moisture...hope this helps.
