How is the condition of the wiring, at, and around the Ignition Control Unit?

I am asking that because I will usually find all of these wires, including the wires leading out to the engine, to be in poor condition. I usually find that the wires will have a lot of missing wire insulation with a lot of exposed wires that are either touching other exposed wires, or to ground. Un-twist any twisted up wires especially the wires to the Ignition Control Unit. Check and inspect the wires carefully for missing insulation especially any twisted up wires, and also check inside the wire looms for any damaged wires. I can not even begin to count how many times that I have had to get out the soldering iron and repair wiring in that location, and on those types of F-Series Ford trucks.

How and Why No Spark with SPOUT connected. Disconnected Spark either way truck will not start at all???

Yeah, Try this one thing and it will start. Hook a hot wire, with alligator clips, from the + of battery to the + side of the coil and crank it up. Then pull the wire off the coil. If it dies, it isn't charging and could be the start fuse. If it still runs, your good cause this just reset the ECM/computer.

How can I adjust time timing on 91 ford F150 5.8L

let the engine get to normal operating temperature, then pull the spout (spark plug out) connector. Then hook up your timing light and rotate the distributor until you're at the timing spec you're looking for. I believe 10* BTDC is the OEM spec for the 5.8. Once you've got your timing set, put the spout back in. and you're set!

I have a terrible miss and i have changed tha spark plugs and wires. i also have tried a new coil pack and egr vavle. still not better

You might try, with the truck running and wearing some leather gloves, pull each plug wire and note the response. If you remove one, and there in no change, the problem would mostly be with that cylinder. Could be a bad injector.

Code 0303 2000 ford f150 5.4L

What does that mean?
A P0303 code means that the car's computer has detected that one of the engine's cylinders is not firing properly. In this case it's cylinder #3.
Symptoms may include:
· the engine may be harder to start
· the engine may stumble / stumble, and/or hesitate
· other symptoms may also be present
Causes:
A code P0303 may mean that one or more of the following has happened:
· Faulty spark plug or wire
· Faulty coil (pack)
· Faulty oxygen sensor(s)
· Faulty fuel injector
· Burned exhaust valve
· Faulty catalytic converter(s)
· Running out of fuel
· Poor compression
· Defective computer
Possible Solutions:
If there are no symptoms, the simplest thing to do is to reset the code and see if it comes back.If there are symptoms such as the engine is stumbling or hesitating, check all wiring and connectors that lead to the cylinders (i.e. spark plugs). Depending on how long the ignition components have been in the car, it may be a good idea to replace them as part of your regular maintenance schedule. I would suggest sparkplugs, spark plug wires, distributor cap and rotor (if applicable). Otherwise, check the coils (a.k.a. coil packs). In some cases, the catalytic converter has gone bad. If you smell rotten eggs in the exhaust, your cat converter needs to be replaced. I've also heard in other cases the problems were faulty fuel injectors.
