u can't what i did is i bring the lock cylinder to the lock smith, he change the inside so you can use the old key.
if you don't have the old key you to bring it to toyota so they can program the new key and it cost a lot
This is caused by the accumulation of metal shavings in the ignition switch cylinder from year's of internal wear. The cylinder can be removed and cleaned, oftentimes resolving the sticking issue. It requires some removal of panels and dismantling of components, which can be intimidating if inexperienced. A dealer will definitely only put in a new unit, as no one cleans parts anymore. Check YouTube under 'cleaning of ignition switches/cylinders' and you'll see a step by step procedure for the process. This can help you decide whether you want to tackle the job yourself.
Check the battery in the key and replace if flat. There is an engine immobiliser next to the ignition switch that reads the key and allows the engine to fire up. Ordinary keys are only good to unlock the fuel cap. If the key is playing up Toyota have spares that you can purchase and they will need the vehicle so that the new key can be programmed to the immobiliser. In Australia that amounts to around $600.00 so I guess it won't be cheap.
See if you turn the wheel and try to turn the key at the same time if it releases. We might get a free spot where the key should turn. The lock may be in a bind and pressure on it may release it.
Clean and lubricate the lock cylinder. Electric cleaner to flush the dirt and liquid graphite to lubricate. A substitute for the electric cleaner is a spray of isoprophyl alcohol.
You may also need to tap the assembly for the ignition switch to release the mechanical parts. See if you can get the cover of the steering column off to gain access to the ignition switch assembly.
Check also if the spare does the same, other wise the key may have deformed.

If you have the key code and registration showing prood of ownership. Or you can call a reputable mobil locksmith that can come and make a key for you cylinder.
There is no way for u to program your own key, either a locksmith (not all can do the programing) or the dealer has to do it with a special electronic scan tool.
