The blower only works on High because something called a "blower motor resister" has gone bad. The resister works by resisting/absorbing the power to the blower motor on the lower speeds, At high speed it lets all the power go through. The part is about $20.00 for a Jeep (common problem). Getting at it and knowing where it is I can't help. But with that knowledge, you should not get screwed by the repair shop.

You say your heater fan only works on high.
This issue can be repaired by replacing what is called the "blower motor resistor". The electrical current flows through this unit in all positions except #4.
If you look under the dash on the passenger side with the heater fan on #4 you will hear the blower motor running. Just slightly toward the drivers side of the blower motor & closer to the firewall you will see a four wire connector. this is attached to the "blower motor resistor". If you get a replacement one & examine it you will see two screw holes where you will need to remove the 9/32nds screws from the one in your truck to remove the fauly one & install your new on. This part is relitivly inexpensive & it is not worth trying to locate a used one.

Give direct power to fan connections and see if fan runs.Connect 12 volt motor to fan and give power to motor via battery and see if fan runs.If the fan runs, then its faulty blower motor and it has to be replaced.---------
Also you can test blower motor as follows :----
place a test light or voltmeter in the wires going to the blower motor. If the light comes on or you have a 12 volt reading, the resistor and wiring are okay and the blower motor is faulty. This can also sometimes be confirmed by bumping the blower motor with the switches on. If the motor starts after bumping the motor is faulty.

Its not resistor fault, because when resistor fails, the fan still works on high speed.But in your case fan is not working at any speed.So resistor getting faulty is rare.But still in some cases the resistor and its connector gets slightly burned and that causes the problem.The burn on connector is sometimes neglected and that causes the problem.-------------

The Blower Motor Resistor burned out. The resistor drops the voltage down for your lower speeds, when it dies you only 1 speed. It's mounted to the side of the Heaterbox under the dash. It'll have a Plug on it with 4 or 5 wires, should be held in with two 8mm bolts
