Sometimes the vacuum line going to the actuator cracks.this will cause the diaphram in the actuator to not depress fully. you should be able to press in the diaphram by hand easily,if you cant,then the actuator is bad...usually due to debri getting into it,or from non use.

if there is trailer wiring at the rear I would check there first, you have a short somewhere. or incorrect bulb, did this just start or has anyone looked at this?
