I have a 99 Dodge Neon 2.0L DOHC. My son was driving it when it broke down - blowed head gasket. I replaced the gasket and had head resurfaced (new valves 6 months ago). Got it back together and it's still doing same thing it was before- cranks over but won't start. Did a compression test. It was good. Acts like it jumped time but it hasn't. What could be wrong?
You mention that it acts like it jumped time. By that do you mean that every few revolutions it sputters like it's thinking about starting, but fails to actually run? Have you checked to confirm you're getting fuel? Have you confirmed you're getting good spark? Have you double-checked all vacuum lines and electrical connections to make sure all the appropriate sensors are plugged in? Do you have a scan tool with datastream mode so you can make sure sensor readings are reasonable? Do you have all the intake air tubing properly installed and secure? I'm not sure if the '99 Neon uses a MAF sensor, but if so, having that unplugged or having some of the intake air tubing not tight or with a hole somewhere can cause the symptom you describe as well.

Most mechanics would pull the spark plugs and check the compression in the cylinders, but usually anyone with a trained ear can tell by the sound of the starter when cranking against the compression of each cylinder. Many of the smaller engines today have valving designed so that when they are out of time, the pistons interfere with them. That means two objects try to take up the same space at the same time and at minimum the valves bend. Worse case scenario would be upper head/camshaft damage and possible piston damage. That's pretty severe. You won't know until you get the valve cover off or maybe deeper. Hope that helps.

this is a major repair and should only be done by a expert...any missalignment of the cam timing will result in bent valves and head damage

it sounds like you have a pulley alignment problem with one of the pulleys.did you have any left over washers or spacer not put back.the other problem is the belt tensioner may be worn and need replacing.these are the usual things that cause a belt coming off.if the belt is not on all the pulleys correctly it can throw a belt also.make sure there isn`t something(like a part of the timing cover)sometimes it doesn`t take much to cause this.
