If its Petrol engine, the fuel pump should prime for few seconds and cut out. then it should run continuously once the engine starts turning. Please check if your exhaust has heavy black sooth deposits. maybe the cause for your high fuel consumption may be something else.
White smoke would be very unusual, it would usually be steam rather than smoke. If I'm right, then it will be dissipating very quickly unless it's in freezing temperatures?
To get white smoke AND the smell of petrol best guess is that it's a cracked cylinder head or head gasket allowing coolant into the cylinder, the leak is so bad that the cylinder is unable to fire so the raw fuel from that cylinder is being pushed out the exhaust, along with the water (steam).
An accompanying symptom would be running rough/chugging, most noticeable at lower revs. If you drive the car like this then you'll quickly damage the catalytic converters in your exhaust so don't!
In most cases smelling gas inside the car comes from air entering the venting system from the engine compartment. Just a few drops can cause a strong smell. And a small leak may be tough to find. if you ran for very long with a bad oxygen sensor you may have plugged up your catilytic converter. Take it to any exhaust shop usually they will check it for free. this will usually be the cause of the bad smell.
I expect that you have an oil leak that is dripping/running on to the exhaust. The burnt oil will smells a bit like rubber. Check for oil leaks that are higher up on the engine. (Valve Cover gasket for example).
is the car on recirculate or fresh air? air from your aircon comes through the bottom of your front windscreen, make sure its clear and free of leaves or anything that can cause blockage to stop it from become damp inside the aircon ducts. if it is definately petrol fumes you may have an exhaust leaking from your engine bay, releasing the fumes into your cabin, that is the most common reason for petrol fumes in your aircon.
