You don't remove the door skin, you remove the interior door panel. Find and remove all screws in door panel, they will be located under panel, behind interior door handle, armrest area, you might have to remove plastic plugs that have screws behind them. Panel will have plastic clips all around perimeter, panel will pull towards you from edges to release these clips, lift panel up and it will come off. You will have to disconnect any wiring. now you can get into the door to get to window regulator and motor.

I have a 2003 Town and Country mini-van and I lost power to all my ... In addition to this my wipers, headlight controls, blinker controls, power door locks, and A/C/heat controls are out as well. The odd thing is that the power windows work, the power sideview mirrors work, the radio and ceiling lights also work.
The IP in this van is a computer module, that is to say it is not like older panels that are just mechanical. You Must remove the panel and have it rebuilt by a factory approved repair center. You can find them on the Internet, just google Dodge instrument cluster repair. The is a common complaint for Dodge and Chrysler mini vans,.
Under the hood on the drivers side is a fuse panel. Remove the top and locate the IOD fuse. Remove the fuse and look to make sure it's not blown. If it's ok simply replace it and locks should return to normal. If the fuse is blown you will need another 10 amp mini fuse to replace it.
Please refer to the owners manual under the fuse section.
You state that the rear window is slow, this is not a fuse issue.
Possibly a motor going bad but try lubricating the window channel with a dry silicone spray
You do not need a wiring diaghram to fix this problem, the wires are broken in the door jamb, they are all colour coded, also it could be the switch or window motor, since this door is used every time, this van is bad for wiring issue in doors jambs, remove door panel to help out in your repair, feed out the harness.
