The fuel sender in the tank needs to be replaced.
I had a similar problem with my 2000. The needle would jump all over the place. I could be driving down a level road and the needle would jump from 3/4 to 1/2 and back.
After pulling & inspecting the pump, checking the electrical connections at the top of the pump and the ground wire on the frame rail, I decided to check the connections at the dash.
I pulled the dash bezel, unscrewed the 4 screws holding on the instrument cluster and pulled out the cluster. I cleaned off the electrical connection at the rear of the cluster and on the dash itself.
The problem went away. It's worth a check before spending $200 - $300 on a replacement fuel gauge/sending unit.
