Fuel filter is normally installed on the side of your engine compartment but some model do have another filter on its fuel sending unit inside the tank you got to check the fuel lines

If I read your post right, you are over on Hc and that is all? Check the air filter, check the injectors. You are either not getting enough air or are getting too much fuel.
You could try changeing the fuel filter its located on the drivers side under the drivers door and runs along the frame rail in the metal fuel line . It could also be the fuel pump and a clogged filter can damage the pump it makes it work to hard . Satarn is supposed to be a cut above chevy but the avarge life for a chevy feul pump is 10 years yours is 11 . You should change all fuel filters every 5 years or so . And this would not nessarly make the engine light come on if it did then it would likely be a P0300 eighter 1234 at the end of the code so P0304 would be miss fire on #4 cylinder . GOOD LUCK WITH IT
Yes, it can be the relay. What I do is unplug the relay and swap it gor yhe horn relay. If this doesn't work, I use a volt/ohmmeter to probe the relay socket. Doing this, I can usually find the problem. With the key on , there should be two terminals in the socket that have battery voltage and one that is grounded. The last terminal goes to the pump and should show low ohms to ground. In your truck, the relay coil is connected to ground and turned on by the ecm with a positive signal. It also seems to depend on the oil pressure switch, so you might want to temporarily bypass the switch with a paper clip in the connector to see if that is keeeping the pump from running.
There is no external feul pump, it is in the feul tank.Also there is no external feul filter, it is in the tank at the bottom of the feul pump assembly.I owned one of these trucks and was not pleased by the location of the feul filter either.If you can find a CARTER supplier they make a cheaper replacment that is same quality as oem.Good luck!
There could be a few reasons for that happening....It is most likely a FEUL problem. Is it feul injection or carburettor?? If it is a carburretor, then there could be dirt in the jets. You could also have an inline filter that is blocked & not enough feul is getting through to the carb. Another thing that could be causing the car not to start after being running awhile is if the feul line is too close to the engine and is getting too much heat, causing the feul to "bubble" and faporise in the line, untill it cools down. Another cause could be that the float level in the carb is set too low or you have a faulty needle & seat.
