it is apart to the knuckle for the tilt steering. It was torn apart to replace a key shaped rack piece. I have the new piece, and some bearing pieces that came in the same package. First remove the horn pad. With the horn pad remover, remove the nut that secures the steering wheel to the shaft. Connect a steering wheel puller to the steering wheel and tighten the puller's bolt to remove the steering wheel.
This is a problem I have with my 04 Pontiac also. I have found that this problem can stem from a contact switch located in the steering column. The switch can just be dirty or can have failed. The part after some research is just over $100 but the labor part Iam unsure of as it requires the steering column to be taken apart. I have been unwilling to attempt this myself as of yet and have been dealing with the clicking sound (louder music seems to help with that too) Hope this is helpful
Check out faxonautoliterature. They have the original Pontiac service manual for your car, also wiring diagrams. This should help get you going again. I've used them before and had excellent service. Hope this helps.
the signal flasher should be under the dash on the RIGHT SIDE OF THE STEERING COLUMN clipped to the dash carrier
it has been awhile so i'm not a 100% sure i know a 1990 sunbird is there

The ignition switch is in the steering column.You need to be very careful when working with the steering wheel because of the air bag.If your are not familiar with taking apart a steering column with an air bag system then you should have a certified technician do it.
Remove the upper
and lower shrouds. Refer to Steering Column Trim Covers - Disassemble - Off
Vehicle or Steering Column Trim Covers - Disassemble - Off Vehicle .
Put the key in the steering column lock cylinder set (1).
Turn the key to the
"START" position.
Install a 1/16
allen wrench (2) into the hole on top of the lock module assembly in order to
release the steering column lock cylinderset retaining pin.
Turn the steering
column lock cylinder set (1) into the "RUN" position.
Pull the steering
column lock cylinder set (1) out from the lock module assembly.
Remove the key from
the steering column lock cylinder set (1).
Insert
the key into the steering column lock cylinder set (1).
LIne
up the locking tab (2) and the positioning tab (3) of the steering column
lock cylinder set with the locking tab slot (5) and the positioning tab
slot (4) in the lock module assembly (6).
Push
the steering column lock cylinder set (1) into the lock module assembly
(6).
Rotate
the steering column lock cylinder set (1) in the lock module assembly (6)
into all positions.
Install
the upper and lower shrouds. Refer to Steering Column Trim Covers -
Assemble - Off Vehicle or Steering Column Trim Covers - Assemble - Off
Vehicle
Remove
the ignition key from the lock cylinder set (1).
Connect
the negative battery cable to the battery. Refer to Battery
Negative Cable Disconnection and Connection in Engine Electrical

firstly tighten in sequence to 20Nm all round, then tighten to 30Nm all
round,then tighten 90 degrees all round, and finally tighten a further
90 degrees all round. if you taken head off you should replace gasket or just use gasket sealer if you cant replace, just replace the head bolts, dont reuse or they may break
