First notice odor through out car, then after gassing car, and checking under the hood for dead animals, none found, restarted car and air from vents was visible, white; then turned to smoke. turned off a/c and recirculate and turn a/c back on and same problem occurred turned a/c off. as we where driving the refrigerant/oil keep venting through the defrost vents. After a while i noticed the odor of Phosgene gas venting with the refrigerant... starting points and diagram of car's a/c system
Check for loss of coolant also. If you can see/smell oily deposits on windshield, it's unlikely it's from the a/c system as there is relatively little lubricant there. More likely your heater core is leaking and allowing coolant to be blown up onto the windshield. There will also be a distinctive odor with this.
PLUS... you don't actually get to smell
"Phosgene gas" very long (it is quite deadly)...
Take it from an old ARMY Medic...

I experienced almost the exact same thing in a customer's 1997 Dodge Caravan this week except on this one,the A/C would be blowing cold out of the vents, directly at you,and when you put the accellerator down pretty hard, the vents would cease to blow, but you could hear the defroster door flap, and the defrosters blew cold air.Let off the gas pedal,it switches back the way it originally was.Wasn't the customer's complaint, but it did make me wonder.
SOURCE: loss of a/c air through front vents
rams had a problem with the check valve not holding vaccum. Get a dodge neon check valve which is bigger to fix problem. Check valve is located above accumulator (drier).
SOURCE: fishy, steam odor coming from AC vents
Forget the radiator tank. Your AC 'Condensate drain' hose is plugged up. This is a common problem. If you know where the hose comes out under the car you can ( carefully ) push a wire up it. If you're lucky it's plugged near the end by a mud-dauber wasp. If not, take it to your dealer and see if you can persuade the write-up guy to show you where the drain outlet is as a gesture of good faith. If they insist on charging you money, consider that when you buy your next car...

when it is cold out your car is designed to make sure it is not on recirculation mode if it was your inside windows would be all fogged up because of humitity .
