Cigar lighter (power outlet) fuses in the Scion tC are the fuses #34 "CIG" (Cigarette lighter) and #37 "ACC SOCKET" (Power outlet) in the Instrument panel fuse box. It is a 15 Amp fuse.

If all the fuses are good the outlet which does not work may have shorted and blew the fuse. Check outlet to see if it has power to it.
From my wiring diagram power for the radio is fuse # 29 a 25amp fuse! The fuse for cig lighter also powers the DLC Pin # 16 . The DLC is the connector under the dash left of the steering wheel . This is where you would hook up a scan tool ! Are you saying by part dash lights ,that some of the dash lights are out ? Could just be some burnt out bulbs ! Was fuse # blown ? The fuse diagram should be o the cover of the fuse box.
Some versions of the 4Runner don't identify a cig fuse but usually it is included under the interior lights fuse. try that. If you are missing your cover or the diagram is unreadable, try google images with "1997 4runner fuse diagram" typed in.
I dont happen to have one of those diagrams, but if you pull the fuses one by one and replace the burnt ones you should be able to 1.) Identify what item is on what circuit (for the most part) and 2.) solve your original problem with your cigarette lighter. Hope this gives you some direction. Thanks for Using FixYa!
I JUST FOUND MY PROBLEM BY FINDING THE FUSE AND RELAY BOX (CENTER) LOCATED NEXT TO BATTERY UNDER THE HOOD.
WHEN YOU OPEN THE COVER LEAVE IT UPSIDE DOWN IN THE WAY IT WAS OPENED AND VIEW THE DIAGRAM PROVIDED FOR FUSE LOCATION.
THIS FIXED MY PROBLEM BY REPLACING 20 AMP FUSE.
