The switch is magnetic to shift from one to the other. Possible bad ground, bad switch, or broken wire. Check wiring going to the tranny. Chances are that is where your problem lies.
You shouldn't have to use 4wd to tow a boat out of the water. Does your truck have a 2wd button or just the 4high and 4low button? If you have a 2wd button, put tranny in neutral and then hit the 2wd button. If you just have the 4high and 4low button, put the tranny into neutral then press the 4high button twice (Once to get back into 4high, then again to get out of 4high and back to 2wd).
Start with the simple and check the fuses and replace any one that has gone bad. Pay attention to the 4WD fuse and replace it is it has gone bad.

As I recall the 96 blazer had electronic shifting for 2wd to 4wd. There should be a small panel on the drivers dash buttons for 2wd, 4wd lo and 4wd hi.
Simply press the desired button while stationary and if the system is functioning properly then it will shift and the light for the engaged type of drive will be lighted. Generally you would like to be in 2wd for this vehicle.
Place the transmission in Neutral and try to get it back in to 4 hi or 2wd. You can also place the transmission in neutral and then turn the engine off and try to get it in to 4 hi or 2wd and you should hear the transfer case electric encoder motor shift from 4 lo to the other gears. If you don't check the fuse in the fuse panel, it may have blown. Good luck and keep me posted.
It should tell you on the Shifter whether or not that you can Shift on the Fly. Check the Manual first if there is one in the Truck. Some Models had this and some Did not. Was an Extra from Factory Option.
